At FosterVA, our leadership team brings together deep experience in foster care, social work and family support, alongside a shared commitment to children and the families who care for them across Virginia. Each member of our leadership plays a role in shaping how foster parents are supported, how children are placed, and how stability and long term outcomes are prioritised.

This team works closely with staff, community partners and local DSS agencies to ensure foster families feel informed, respected and supported throughout the fostering journey. While their roles may differ, they are united by a belief that foster care works best when relationships, compassion and trust come first. Richard Kingswell

Founder & CEO

Richard is the Founder and Chief Executive Officer of FosterVA and Extra Special Parents, organisations he established to strengthen foster care services and improve outcomes for children, young people, and families across Virginia. With a strong background in social work and decades of experience working alongside young people, Richard brings both professional depth and personal conviction to his leadership.

Richard believes foster care works best when families feel genuinely supported, listened to, and respected.  His leadership is grounded in relationships, transparency, and a commitment to doing what is right for children and those who care for them.  Through initiatives such as The Kingswell Conversations, he creates space for open, honest discussions about foster care, leadership, and the real experiences of families and professionals in the field.

Outside of work, Richard enjoys hiking and kayaking, unwinding with a good film, cooking for family and friends, and playing board games.  He is also a dog lover and values the balance that time away from work brings, helping him stay grounded and connected to what matters most.

As President, Nanette leads with a deep commitment to ensuring foster families feel supported, prepared, and valued at every stage of their journey.  She works closely with teams and partners to align programs, advocacy, and innovation, always with the goal of creating safe, stable, and nurturing environments for children and the families who care for them.  

Nanette's passion for foster care is rooted in both personal and professional experience.  A licensed social worker with more than 30 years of experience, she is also the parent of five adopted children.  Her lived understanding of trauma, resilience, and family life shapes the way she approaches leadership, placing trust, safety, and encouragement at the centre of everything she does.  She wants foster parents to feel confident, supported, and reassured that while the journey may not be easy, they are never walking it alone.

Outside of work, Nanette loves setting meaningful goals and combining fitness, travel, and purpose. She is on a mission to complete a half-marathon in all 50 states, with her final race planned for 2026, and enjoys unwinding at home with her two much-loved dogs.

Ashleigh Barney

As Director of Clinical, Ashleigh oversees clinical teams across the Commonwealth, ensuring children and families receive thoughtful, consistent, and high-quality support.  She works closely with staff, partner agencies, and external stakeholders to stay aligned with policy changes and best practices, always advocating for the needs of youth and the families who care for them.

Ashleigh’s commitment to foster care is shaped by her own childhood experience of frequent moves and the impact of a small, caring community of adults on her life.  That perspective drives her passion for helping young people who may not have that built-in support system.  She wants foster parents to feel they are not navigating this journey alone, but that they are working as part of a team where their emotions, questions, and challenges are understood and validated.

With nearly 12 years of experience with ESP, Ashleigh brings deep knowledge of foster care and agency operations, along with a steady, field-informed approach that helps normalize the realities of fostering.  Outside of work, she loves to travel, from international adventures to quick weekend trips closer to home, and plays trivia weekly with a close-knit group of friends who make up her Richmond village.

Amber supports families through every step of their fostering journey, from the very first phone call to becoming a licensed foster family.  Her focus is on making the process feel clear, supportive, and manageable, ensuring families feel guided and cared for as they take each step forward.

Amber is motivated by seeing children experience safety, stability, and love, and by being part of the process that can lead to permanence and long-term positive outcomes. She wants families to feel genuinely valued, heard, and respected, knowing that their voices, experiences, and emotions matter.  Her goal is for every family to feel supported and appreciated for the role they play in a child's life.

With experience across many areas of the child welfare system, Amber brings a well-rounded and compassionate perspective to her work.  She has supported children and families in prevention, foster care, residential treatment settings, adoption, and in moments where safety concerns require difficult decisions.  This breadth of experience allows her to understand the system from multiple viewpoints and support families with empathy, clarity, and confidence.

Outside of work, Amber is a mum to two children and a much-loved fur baby.  Originally from Florida, she has called Virginia home for the past nine years and finds her happiest moments in the mountains or at the beach.

As Director of Admissions & Family Services, Brittany serves as a trusted resource and guide for individuals and families interested in becoming foster parents.  She supports families as they explore fostering and move through the admissions process, helping them feel informed, supported, and confident every step of the way.

Brittany is motivated by a lifelong desire to work with children and make a meaningful impact in their lives.  She believes that no child should feel unsafe or afraid to go home, and that belief drives her commitment to supporting foster families who open their homes and hearts to children in need. She wants foster parents to feel supported, appreciated, and reassured that their role truly makes a difference.

With more than 14 years of experience in social work, Brittany brings patience, understanding, and compassion to her work.  Her calm, people-centred approach helps families feel valued and encouraged as they begin their fostering journey.

Admissions Lead & DSS Liaison

Wil plays a key role in connecting children and youth with foster and adoptive families across Virginia. He coordinates referrals, admissions, and placements, working closely with families, local DSS agencies, and internal teams to ensure every step of the process is clear, compliant, and supportive. For many families, Wil is a steady and reliable point of contact, helping them feel informed and confident as they move forward.

Wil is motivated by the opportunity to create stability and opportunity for young people who need it most. He understands that thoughtful placements can help children move toward permanence, independence, or simply a safe place to land. He wants foster parents to feel respected, supported, and valued, knowing they have someone alongside them who is responsive, honest, and committed to advocating for their role.

With a strong background in relationship building, systems, and compliance, Wil brings a people-first approach to complex processes.  He balances regulatory requirements with real family needs, helping to create placements that are not only successful but also sustainable.  Outside of work, Wil enjoys music and video production, spending time with his family, and gardening, all of which reflect his creative and grounded approach to life.
